PROPOSALS TO END THE DETENTION OF IPP PRISONERS ANNOUNCED
An expert working group led by a former Lord Chief Justice of England and Wales has recently come forward with considered proposals to end the long-running IPP scandal for good.
The group, convened by the Howard League for Penal Reform, proposes six key recommendations:
- A certain release date within 2 years
- Raising the recall threshold
- Changing the law so that some IPP sentences can become spent
- Aftercare for everyone released with health or social care needs
- Bring back annual license termination reviews
- Make it easier to appeal against the sentence
Andrea Coomber KC, Chief Executive of the Howard League for Penal Reform, has remarked:
‘Justice is long overdue to the thousands of people who are still serving IPP sentences in prison. This report provides a path to a resolution, and we hope that ministers will embrace it as their own and work to end this sentence for good.’
